Paraphrase of Telegram from Mr. Max Miller, No.126,
dated July 22nd, 1910.

The Governor of Macao telegraphed to the Portuguese
Legation at Peking on the 15th instant that Portuguese
troops were bombarding villages in the island of
Kolowan where some pirates had taken refuge.
These men
had kidnapped some Chinese on the mainland and the
action of the Governor was taken at the request of the
prisoners' relatives.
The Portuguese troops captured 44 pirates up to
the 20th. Several Chinese men-of-war were near the
island and their commander offered the Governor his
services, but they were declined with thanks,
Grand Council at Peking have, it appears, decided
to instruct Admiral at Canton to proceed to Macao with
all available ships under his command and anchor off
Kolowan but not to interfere with the Portuguese.
Mr. Max Miller also heard that the Chinese Minister
at Lisbon had been instructed to protest against the
action of the Portuguese Authorities.
